SIR SAMUEL WILSON.

The Governor's despatch dated 7th April, 1927,

was considered by the Oversea Defence Committee at

their 279th Meeting on 10th June, 1927, when it

was agreed:-

"That the Colonial Office should be invited to point out to the Governor of Hong Kong, with reference to paragraph 4 of his despatch of the 7th April, that the possibility of the Colony being invested on the land side by the Japanese was one which could not be ignored, and to emphasize the importance of drawing up a scheme for the collection, storage, and distribution of essential foodstuffs for the population on the assumption that the Colony would be cut off from all outside sources of supply for three months."
